Housing is recognized by Article 25 of the Universal Declaration of Human Rights as an essential right. Housing touches on every aspect of development and has a continuing influence on the well-being of people across the urban-rural continuum.
However, adequate and affordable housing remains a global challenge, as UN-Habitat estimates that nearly 2.8 billion people are affected by different forms of inadequate housing conditions. The actual realisation of housing as a fundamental right remains inconsistent, and thus an urgent policy priority in many countries worldwide.
Recognizing housing and its central position in the urban ecosystem, national urban policy can play a fundamental coordinating role to ensure all urban development priorities, including housing issues, are well recognized, integrated and implemented as part of the national development plans.
Paraguay recognizes the crucial role housing plays in influencing the quality of life of people.
Since 2019 , Paraguay’s Ministry of Urbanism, Housing, and Habitat (MUVH), has made significant strides in addressing the nation’s housing challenges. Aligned with the broader Presidential agenda, MUVH focused on providing dignified, safe, and affordable homes for Paraguayans.
One of the ministry’s flagship achievements is the launch of the Che Róga Porã program, which offers affordable homeownership, targeting middle-income families. Through a user-friendly digital platform, www.cherogapora.gov.py, families can explore housing options, with financing up to 400 million guaraníes (51,000 USD), a 6.5% interest rate, and a 30-year repayment plan. The program stands out by deferring payment until families move into their homes, reducing the burden on renters.
The ministry has managed over 17,000 housing projects, generating substantial employment opportunities in the construction sector. Partnerships with the Financial Development Agency (AFD) and the National Development Bank (BNF) played pivotal roles in ensuring these projects continued despite competing priorities and other economic challenges. Notably, stalled housing projects in areas such as Capiatá and Mariano Roque Alonso were revived, with over 3 billion guaraníes (385,000 USD) reinvested, benefiting families who had been awaiting homes for years.
A critical milestone was the enactment of , adopted through Presidential Decree No. 1110/2024. This policy declares housing a fundamental human right and outlines a framework for inclusive and sustainable urban planning. With the technical support of UN-Habitat and other international organizations, the policy focuses on addressing the country’s housing deficit, particularly for vulnerable populations. It aligns with Sustainable Development Goal 11 (SDG 11), which advocates for safe, inclusive, and sustainable cities.
Looking forward, MUVH’s strategic goals include expanding housing projects, securing additional funding for vulnerable groups, and continuing to develop a national urbanism and housing plan. By fostering institutional collaboration and public support, the ministry aims to further its mission of ensuring the existence of dignified housing for all Paraguayans.
With clear goals and strong partnerships, Paraguay’s housing revolution is set to continue, empowering its citizens and creating a more sustainable.
