Country Profile

Paraguay’s urban population stands at over 4.1 million inhabitants. The Constitution of Paraguay enhances the role of municipalities in matters of planning, urbanism and land management, among other urban issues. This hinders developing of master plans resulting from unbalanced focus between Asunción and other areas on national scale, the state’s urban planning and development has halted since 2012. 

Some key urban numbers related to Paraguay include:  

In 2018, 61.8% of population lived in urban areas. 

Urban population is concentrated in Asunción (11 municipalities), Ciudad del Este (4 municipalities) and Encarnación (5 municipalities). 

Asunción occupy 75.9% of the country’s urban population (3.3 million people)

The Ministry of Urbanism Housing and Habitat (MUVH) of Paraguay, has officially approved the National Urban Housing and Habitat Policy


OUR WORK

National Urban Policy (NUP) is a coherent set of decisions via government led actors that coordinates various actors towards a common goal and vision for long term, resilient urban development.

UN-Habitat continues collaborating with Ministry of Land, Infrastructure and Transport (MOLIT) of Republic of Korea in supporting development of National Urban Policies (NUP):

  • Phase 1 (2017~2022): Integrating people-centered smart city approaches in NUP for Islamic Republic of Iran, Republic of the Union of Myanmar, and Niger State, Nigeria.
  • Phase 2 (2022~2026): Scaling up people-centered smart cities through National Urban Policy: Republic of Azerbaijan, Kingdom of Cambodia, Arab Republic of Egypt, Republic of Mozambique, and Republic of Paraguay.

UN-Habitat’s People-Centered Smart Cities Approach (PSCA) promotes deployment of technology and innovation to ensure sustainability, inclusivity, prosperity and human rights in cities By creating a framework that centers people in smart city development, the delivery of policies and programmes can be more inclusive and responsive to their needs.

Korea-funded NUPP seeks to integrate PSCA into NUP to promote and achieve transformative, inclusive, green, productive and resilient urban development.


objectives

Implementation of the Paraguay National Housing and Habitat Policy (PNUVH) both at national and local areas in Asunción, Ciudad del Este, and Encarnación.  

Adoption of strategic & pragmatic tools for inter-municipal cooperation in urban and housing development, and territorial scheme. 

Enhance capacity of governments at national and subnational level, and other stakeholders to adapt to changing socioeconomic dynamics, address emerging needs and opportunities in real-time, and promote a sustainable, inclusive, and resident-focused digital transformation. 

Support the establishment of a monitoring, evaluation and revision systems that ensures policies and strategies are dynamic and responsive to changing needs and environment.
