Frederic Happi Mangoua
Programme Management Officer

Mr. Frédéric Happi MANGOUA who had joined the Regional Metropolitan Planning Unit within the Urban Planning Design Branch as Programme Officer. While at UN-Habitat, Mr Mangoua will focus in developing and managing projects and programmes particularly in Cameroon, Haiti and French speaking countries. He will manage projects and programmes related to National Urban Policy (NUP), metropolitan development, transport and water corridors development and management and urban-rural linkages. He will also support the implementation of the International Guidelines on Urban and Territorial Planning (IG-UTP) and Urban Rural linkages particularly in the context of small and intermediate cities. Frédéric has more than 20 years of research, operations and project management on land and urban management acquired in Cameroon, Italy and Canada all in the private and public sectors.

Before joining UN-Habitat, he was the principal contributor for the certificate of location for the Quebec Government. This assignment entailed describing the current state of the premises during the procedure of the reversion of the usufruct of the contugate lands of the Native reserve to the right-of-way of highway 30 between Kahnawake and Châteauguay in the province of Quebec. He also assisted the Canadian National Defense (DND) in undertaking the inventory and recording of all its building. He modified, applied architecture and building engineering to floor plans and adapted the building plans to urban planning standards of DND in the cities where the buildings were located. Mr Mangoua is a Canadian national from Gatineau/Ottawa region and holds a Masters degree in geographical sciences with major on applied geomatics and land-use management from the University of Sherbrooke in the province of Quebec (Canada), an applied sciences Certificate with focus on land surveying and Land management of the University of Laval in Quebec (Quebec) as well as a Degree in Technical Education from the University of Douala (Cameroon) with focus on surveying and mapping.

Frederic is a member of Quebec Land surveyor association. He has experience in projects development and management in Canada related to spatial data, land management, urban and regional planning. He had authored several publications and communications. He speaks French, English and Italian.
