The transformative potential of NUPs
On November 6, 2024, WUF12 in Cairo hosted a pivotal event showcasing National Urban Policies (NUPs). Experts and policymakers emphasized their role in driving economic growth, promoting equity, and enhancing sustainability. These policies are not just about cities but about creating systems that link rural and urban areas.
Shipra Narang Suri of UN-Habitat highlighted their support for 64 countries in developing NUPs. She called for robust urban data and local action to make these policies impactful. Partnerships, she noted, are crucial for success.
Insights from global experiences
South Korea: Leveraging urban planning
South Korea shared its decades-long experience with NUPs. Mr. Sungwoo Kim, Deputy Director at the Ministry of Land, Infrastructure and Transport, explained how national land plans promote balanced growth. Tailoring policies to local contexts, he said, is essential for success.
Malawi: A participatory approach
Mercy Betty Dube of Malawi detailed their inclusive NUP formulation process, which attracted funding from the World Bank. Their policy’s focus on disaster resilience has led to vital infrastructure improvements. However, challenges like resource shortages persist.
Nigeria: Localized progress
Abdul Husaini from Niger State, Nigeria, shared subnational efforts that have improved water and sanitation for over 50,000 households. Enhanced data and youth engagement have also helped address insecurity.
OECD: Global perspectives
David Burgalassi from the OECD presented findings from the Global State of National Urban Policy report. Over 80% of surveyed nations have integrated NUPs into their frameworks. He stressed the importance of city-specific data and innovative financing for equitable urban development.
Building evidence and commitment
Jago Dodson of RMIT University highlighted the need for political commitment and evidence-based action. Insights from Phase 1 of the NUP program revealed the value of regional knowledge-sharing platforms and a global NUP library. These tools can drive best practices and capacity-building.
Turning ideas into action
In closing, Remy Sietchiping of UN-Habitat urged participants to translate discussions into tangible outcomes. He emphasized the interconnected nature of urban policies and their central role in achieving the SDGs. “Our collective efforts must bridge gaps between global frameworks and local realities,” he said.
A call for collaboration
This event reinforced the importance of partnerships, innovative strategies, and strong political will. By driving inclusive, sustainable, and resilient urban development, NUPs have the potential to reshape the future for cities and their surrounding regions.
