A global focus on urban transformation

At the 12th World Urban Forum in Cairo, the third edition of the Global State of National Urban Policy (NUP) report was unveiled. Co-organized by UN-Habitat and the OECD, the report explores how NUPs promote urban resilience and sustainable housing solutions. Countries shared their progress, challenges, and innovative approaches to urban policy.

Lamia Kamal-Chaoui of the OECD presented key findings, noting significant progress. Over 80% of the 78 surveyed nations have implemented NUPs, with explicit frameworks rising from 51% in 2018 to 72%. “NUPs are reshaping how nations address urban challenges, aligning with SDG targets,” remarked Rossbach.


Key findings on resilience and housing

Resilience remains a top priority in NUPs, with 90% addressing climate risks, crises, and housing instability. The report emphasizes secure, affordable, and sustainable housing as critical for urban resilience.


Innovations and challenges in national approaches

Nigeria’s strides in housing and governance
Nigeria has prioritized resilient urban planning and multi-level governance. Minister Ahmed Musa Dangiwa highlighted 6,000 completed housing units and plans for 100,000 more through public-private partnerships in cities like Lagos and Abuja.

Morocco’s sustainable growth strategy
With urbanization expected to reach 68% by 2030, Morocco’s strategy focuses on housing reforms, mobility, and climate resilience. Director Badria Benjelloun noted that the country’s investment charter promotes sustainable urbanization and renewable energy, laying a foundation for climate-resilient cities.

Korea’s structured urban policies
Korea’s long-standing NUP framework prevents unplanned development and supports international initiatives. Director Jung Jin Hoon shared Korea’s efforts in aiding eight countries through financial and technical partnerships with UN-Habitat. “Structured planning ensures cities can thrive despite challenges,” he stated.

Brazil’s response to rapid urbanization
Brazil, where 85% of the population occupies 0.63% of the land, uses its National Urban Development Policies to integrate environmental and economic goals. Director Cristiana Scorza emphasized fostering green growth, improving public spaces, and addressing urban service gaps.


The path forward for sustainable urban growth

Shipra Narang Suri of UN-Habitat concluded the event by underlining the transformative power of NUPs. “NUPs are not just frameworks; they are cornerstones of sustainable urbanization,” she stated. Coordinating efforts across local and national governments is vital for advancing housing accessibility, climate resilience, and economic development.

This event highlighted the urgency of adopting NUPs to tackle urban challenges. By fostering collaboration and innovation, NUPs offer a roadmap for sustainable growth, ensuring cities worldwide can adapt and thrive in the face of changing conditions.
